    [Extract from Introduction] The need for an examination of estimating and pricing practices in the construction industry and for the development of a new approach to these functions is based on the following observations of existing conditions: 1. Prior research in construction management has not impacted industry estimating and pricing practices; 2. Present estimating and pricing methods are inadequate in a highly competitive bidding environment; and 3. The construction industry is the largest industry contributing to the Gross National Product (GNP), but it has the lowest profits and the highest rate of failure of all industries contributing to the GNP ... studies of other construction companies have raised some new questions and additional considerations which were not evident in the initial studies of the applicability of analytical methods: 1. In estimating studies, one must consider a constant term which accounts for mobilization and demobilization. This term may not be evident when quantities are large, but it is very evident as the size of job decreases. 2. In estimating studies one must consider the number of crews. Apparent dis-economies of scale may often be due to an increase in the number of crews. 3. The markup of competitors may reflect economies of scale. This finding corresponds to the prior finding that one should reduce markup as the size of job increases...
